Special Commission on Structure and Change
In 2006 the General Assembly established a Special Commission,
now known as the Special Commission on Structure and Change.
In the course of 2007 an 'interim' report was prepared by
the Commission and circulated to Presbyteries so that responses
could be received from the whole Church.
The interim report
and its introduction explains the process followed to date
by the Special Commission.
In the interests of transparency, the Commission
decided to enable everyone to read the responses of each
Presbytery once the consultation period closed. Some private submissions were received
from Kirk Sessions and individuals, and these were also carefully
considered by the Commission.
The final report of the Commission was presented to the General Assembly of 2008, which agreed, inter alia, that proposals be brought to the General Assembly of 2010 for an alternative Presbytery structure, and that a Special Commission be appointed to consider the relevance of the Third Article Declaratory in today's Scotland.
